Joel Hicks has built his career on community service, integrity, and dedication. After serving in the United
States Air Force, he transitioned to a career in dialysis nursing, where he continued to give back by coaching youth sports. He then worked in the City of Schertz Parks Department while maintaining his commitment to coaching.
Joel attended Northeast Lakeview College, earning his Associate's Degree, followed by a Bachelor's Degree from Texas Lutheran University, where he focused on coaching and teaching. During his college years, he recognized the need for sidewalks along roadways for students traveling to school and became involved with the City of Cibolo.
He served on the Blue Ribbon Committee, the Parks and Recreation Committee, the Planning and Zoning Commission, and the Unified Development Codes (UDC) Committee. Joel was elected to the Cibolo City Council in 2017, following in the footsteps of his father, and served as Mayor Pro Tem for several years.
He actively participated in advocating for legislation at the State Capitol and worked with state representatives and senators on bills beneficial to the region.
As the first Certified Municipal Official (CMO) in Cibolo, Joel has over eight years of council experience. He served as the Texas Municipal League (TML) Region 7 President for three years and as a member of the Region 7 Board of Directors.

As a proud veteran, I understand the unique challenges of those who have served our country face. I recognize the sacrifices made by our servicemen and women. It is essential to help our veterans find well deserved local resources and connect them to local programs and organizations that will foster community support.
